No you need to read the manga. Shino is only able to use the bugs in his sleeves because they are uniquely addicted to his chakra and they listen exclusively to him, as long as he keeps giving them chakra. Not every bug in the world can absorb chakra, and of the small percentage that can, there is a small percentage of them belonging to him.
