Why are ppl listing so many characters, it's the freaking PK, if any strong character is PK material wtf is the point?

I see a lot of names here like Doflamingo and Crocodile.
I thought PK was all about adventuring and beeing free on the sea
Doflamingo settles himself on an island and decides to play the tyrant, not to mention he agreed to be a lapdog of the marines (governement) even if it also benefits his own, not PK king material at all in my opinion
