To expand on that there are global rules posted by Domi who is an admin which tells what you can get banned for and the amount of time the ban lasts.There are mods for this and I can post a few for Versuvio to look over.Ok I`ve found one that may help you out V it forces new users to read a thread before they can post.Theres also an XML file that you can use that sets a timer on the register page but I dont see how that would help if all they have to do is wait out the time.

The global announcements appear on the top of each section when you g to post or make a thread.

I see well its possible to do but those are standard to all sites made with vbulletin Versuvio would have to find the file the creates the page and edit it him self and then link to it here.You`ll hav eto wait for him to review this question and let him answer if he wonts to do it or not.Sorry hes the only admin who handels that.
