Not really,it's kind of hard to find a 10x-15x server with decent population because hopzone and etc. websites are just made off money and the servers that are top have around 150-200 players online.

You should search some forum a bit here,you'll see that there was a lineage2 server long time ago (not on narutobase but in general) which was around 2004-2005.

not exactly illegal, NCSOFT created them coz players kept on going out, so its not illegal

no, u can download, but its Pay 2 Play if u want to play in official server, in private server free, and its legal
