actually it was the help of the amatarasu that help saskue with his kirin after all saskue did said that the black flames provided heat for the thunder clouds to come out. all saskue did was to add additional heat to the sky by using his fire style.soo im guessing that saskue would most likely need more fire jutsu to bring out the clouds and im sure that a ninja wouldnt just watch saskue spit fire balls to the sky.if u dont believe me then u need to read over the manga or watch over that specific episode.

BRIAN..DID U EVEN READ THE MANGA IF U DID U WOULDNT ASK SUCH FOOLISH QUESTIONS..itachi said to saskue that "the sharingan can see chakra and i know u have not much left to use"saskue replied "hahaa..this is my maybe my final jutsu,a RAITON tech that is beyond all level of raiton manipulating. its impossible to dodge just like amaterasu"saskue then lift up his hand after he uses the chidori(which lter he used to control the lightning) and beam it to the sky where it form a dragon. do you see how many times the word "jutsu" was called by saskue and he did had enough chakra to make a chidori to control the lightning.and im sure that wasn't any genjutsu because those are illusions, not taijutsu cause those are close hand to hand combat fighting,..ooh look whats next ninjutsu physical attacks..(the episode when kakuzu said that noo physical attack can harm him and BAM kakashi hits him with the chidori with is lighting,which is a ninjutsu.
