I give it 9 out of 10 and the only reason it was shown not affecting is because itachi used susansoo with its 2 sacred items(the yatas mirror + the sword)

S-rank. The problem is that it appears to require the appropriate thunder clouds above head in order to execute it. Thus fire and/or Ameratsu, which Sasuke spams anyway. Even with the clouds, it takes a little bit of time to set up (so does FRS); however, whatever it hits gets obliterated. Plus it looks really cool, so 9.5/10.
