What i read from the description was, to perform Kirin i would need to use Dragon Fireball Jutsu and send it to the sky to create thunderclouds then follow up by using Chidori to take control of the lighting.

To perform Kirin i would need to use :

Q: if someone else perform dragon fireball jutsu first, can i take over by using chidori and directly use Kirin ?

Excellent , and yes you can take advantage of others Dragon Fire jutsu.
Now that you have taken control of lighting direct it wards that Mountain >.> You will need focus and chakra control to maintain kirin to its course.

I can't understand it much myself. What i can make out from that description is that user uses Raikari and Splits it into two meaning you are making is less powerful and splitting the damage of each raikari in your hand. then you run towards your opponent in ZigZag motion and finish by slamming both hand on your opponent .. meaning its like Taijutsu and requires you to make contact with your opponent. Hence its Short ranged and not something you can throw.

I think i saw this jutsu before in one of Naruto's video game(psp) xd

I begin to place both of my hand facing the ground and start to concentrate huge amount of lighting chakra on both of my hands while doing that i also kept very focus right after that i perform Chidori! then i begin to use Chakra control to keep it in balance and also begin to use lighting chakra manipulation to shape the bolt into smaller size, I begin to stand up and start running ZigZag motion toward the huge rock in front of me and slam it, crushing it into pieces.

well congrats .. Lighting is done . Limelight isn't something you can use. Nor can i teach it. So what else ?
