Level cap in Naruto

The strongest one person can get in Naruto, without having some kind of special power related to the Sage or Bijuu, is SM Naruto's tier. This includes MS Sasuke, Minato, Itachi, 4th Raikage, 3rd Raikage etc.

You can argue what tier these each belong to and tell me i'm wrong, but the fact is that if each one of the opponents in this tier were faced against one another they would each give each other a hard time, i.e. It wouldn't be an easy fight. Don't take it as me saying that they're all on equal ground.

No one has been able to be stronger than this tier without having some relation to the sage. This means that every single person has a level cap in Naruto and that the new generation will at most reach this level of strength.

Naruto and Sasuke are both transmigrants.

8th gate Guy is probably the cap and tiers above them.
Yeah, but SM and MS are attainable to others who aren't transmigants. I could take them out and it would be the same though

He must be talking about achievements or something, like the new always surpasses the old or something.

There's absolutely no way Boruto ever reaches Naruto's level... Logically.
That also makes sense. Here's the snippet

Sasuke’s words had a silent, but powerful warmth.
“…Sasuke-occhan, why did you bother with someone like me?”
“You’re really a strong shinobi.” Sasuke said. “I lost to your dad, but you can become a man who’ll surpass him.”
“…How can you say something like that?!”
These words were completely different from Katasuke’s flattery. These words were extremely heavy. That was how Boruto finally understood the true weight behind beating his dad.
“You’re his son, and furthermore my best disciple, aren’t you? And most importantly, you…”
For one second, Boruto thought he was going to cry.
This man was still calling him his disciple.
Him, who’d fought with borrowed power instead of the skills he’d been taught by his master.
“You’re even more of an usuratonkachi than Naruto was.”
“…by usuratonkachi…you mean…?”
“Someone who hates to lose.”

You should know that the "New Generation surpassing the Old" is not just based on Power. It is based on Ideals. Naruto is not immortal, he will die eventually. After that who will save the World from Evil ? (It's not important whether the evil is on the level of Kaguya). That's when Boruto comes in the picture. As the successor to the ideals of the previous Generation and the new protector, Boruto will surpass Naruto even if he is not stronger than him.

It is the same as how Naruto surpassed Jiraya and Nagato. This was based not on power, but Ideals.

Makes sense given that his dream is protecting the Village in the dark. I guess what they would inherit would be the cooperation that the Kage's established with each other thanks to the help of Naruto?

Guy is well above that lvl cap
Gai has to die to reach that level. Also, I did say there were special things that made you go beyond that. This is more of a general rule.
Hashirama, Madara, and Gai are way both that level.

A lot of people can also become Jins, but hardly anyone does.

Yes. I didn't say everyone can, but many people can. Also, not everyone can learn 8 gates. Kakashi can't.

If you think about it like that, then everyone would use 8 gates, but you're right, I can't find anything that says that 8 gates is limited to a certain amount of people.

That really isn't the point of the thread though. The point is that there's a level cap most will fall under, though there are a few exceptions.
