That picture... First for people who think the pic with the curse mark is madara... ITS NOT. He has longer hair and you can see the shirt anko always wear

2nd. In that picture with madara scratchn his neck. Its more so a character mood. He just got done pretty much low balling the kages in a cocky manner. pretty much saying he is not gonna bother with them no more. Onoki was about to TRY and stop him but mei stopped onoki. What madara is doing is more so like

First point is true yes thats Anko's neck not Madara's. As for the second point it can go both ways, we have to wait till next week but that doesnt mean people cant speculate.
