Ok.
I will add this is not a versus Thread.
1.) Itachi Uchiha:

Well that's all I can think of.
I'm including characters that had a big roll in the story line.

1.) Itachi Uchiha:
We've seen how Hiruzen said, "he had a mind of an Hokage at age 7"
So, at the age of 7 he planned his whole life, at that moment.

His Goals:
1.) He saved the leaf village against the, Uchiha clan. Keep in mind only Hiruzen & Danzo were the only strongest in the village. Also, against many Uchiha, who can copy Jutsus.
With Shisui & Itachi with the Uchiha.
2.) He saved his brother to, save the leaf village.
3.) He saved the world against Edo tensei. He was the only one that could stop Kabuto.
4.) acquiring Totsuka blade & Yata mirror.
Also Itachi has God items. Totsuka Blade & Yata Mirror. Which was once said by Zetsu (who was made out of nothing but Senju cells, & made by Madara Uchiha(so in my point of view he's seen everything Madara can do, except Full Susano'o).
He was spying on the Akatsuki.
So he knows Alot of weaknesses, to counteract Akatsuki members.
We haven't seen him defeated.(That's why some people call him the solo king).

I hate to say it but he is very intelligent.
Disregarding his attitude, he is a great learner.
To mostly be the only one to learn almost everything of the Uchiha clan.
Being the only one not to trust Madara, out of Instinct he was still correct about him.
He created Edo tensei.
While being the first to create space time ninjutsu. (I think he did)
But a very skilled ninja indeed!!

3.)Hashirama:
I would put second for him but, he's kinda just a strong ninja & knows Alot of sealing techniques.
Also, he defeated Madara Uchiha.
I would kinda say he planed to marry an Uzamaki.
& acquired all of her sealing techniques.
He made a treaty with Madara to save him but ( Ohh Madara) he didn't as we all know.
Also, he defeated Madara Uchiha.

4.)Orochimaru:
Very close to or might actually be in ranks with the 1st & 2nd kages.
He gained so much skill over the years & I wished he acquired sage mode to.
That would make him very strong & a challenging opponent.
He finally succeeded with, Sasuke in not making him follow by his foot steps.
He waged war on the leaf village. & I kinda guess he would've succeeded, if Gaara was still in Shikaku mode & he didn't retreat.
He has Alot of accomplishing moments that its to much to name, but defeating Itachi isn't one (Ooooo lol), I'm just kidding.
He gained so much skill over the years & I wished he acquired sage mode to.
That would make him very strong & a challenging opponent.

You have to agree that he wasn't a Special character, well Never mind he is.
He is a mixture of Hashirama & Tobirama.
Except if he had sage mode, he would be a higher rank in my mind.
He has goals.
Really two no offense, but you have to accept the truth.
Maybe, if he was alive he would've accomplished more.
