Sasuke was restricted during VOTE2 fight. And no it was a clearly a draw. Sasuke would've solo Naruto in seconds if he had his sword. Also he didn't even use his petra path properly.

Actually, Naruto was the one who fought all day while Sasuke slept and got power ups, and Naruto gave powers to the Shinobi Alliance. Sasuke didn't helped much but got his ass saved by Itachi. When both of them got the power from Hagoromo, they still had their chakra from before but only a different chakra scales.

Sasuke did not wanted to go full power against Kaguya because he wanted to save the energy and battling against Naruto, also he was practicing and took him awhile to learn how to use his Rinnegan. Naruto fought more, nuff said.
