In the year X861 (70 years after the events of the current Fairy Tail manga), Dragon Slayer Magic, Guilds, and Dragons have drastically changed. The Magic Council is now formed solely of corrupt councillors, and due to their corruption, all Dragons and Dragon Slayers were ordered to be killed, the council outlawing Dragon Slaying Magic to promote mages to turn in Dragon Slayers.
This corruption in government has caused three Guild factions to emerge: Loyalist Guilds who live by the rules of the Magic Council and follow their every word, Rebel Guilds who live by the morals of their forefathers and oppose the corrupted council, and Dark Guilds which are comprised mostly of outright criminals. Even though at first there was a great number of Guilds who opposed the new Magic Council, many of them had their spirits crushed by the great power of the ten councillors, who killed all the more rebellious and powerful members of such Guilds and forced them into a state of loyalty. Though the Magic Council officially only recognizes two factions of Guilds, Legal and Dark, everyone acknowledges all three factions on their own, regardless of status.
Due to the council’s need to eliminate Dragon Slayers for unknown reasons, and their corrupt nature, Dark Guilds and other mercenaries are often hired directly by the Magic Council, in secret, to kill Dragon Slayers in exchange for diplomatic immunity for a set amount of time.
When everyone thinks of Dragons, they will almost always jump to the word “legend”, as Dragons have been driven to extinction for years, and all current Dragon Slayers are Second Generation, leaving everyone to think that Dragon’s never really existed and that Dragon Slaying Magic was just a name. While nearly all Dragons have been killed, there was still one Dragon alive. This Dragon had, one day, found an infant girl and decided to save her and raise her as his own child, just as his father had done many, many years ago. Raising this child, the two of them remained in hiding for her entire life and the Dragon taught her Dragon Slaying Magic, hoping that one day she would be able to leave their cave of a home and go out into the world. On the fifteenth anniversary of the Dragon finding the little girl, they held a celebration of sorts…

???: …Dragons Roar!
The female Dragon Slayer released a surge of energy and light towards her Dragon foster-father as a mighty roar, to which the Dragon opened his large maw and swallowed his element.
???: Yummmy! I haven't had a meal like that in years, Uxinta.
Uxinta: Am I strong enough to go out on my own yet? I wanna join a guild like the one you keep telling me about! It sounds like so much fun…
The Dragon lowered his head, and gestured with his large, slit-like eyes for her to come close. As the girl moved towards her foster-father, he let out a low rumble from deep in his belly.
???: Uxinta, the world is a dangerous place; it was when I was out there, and it has only gotten worse for people like you.
Uxinta: People like me? What do you mean? Women?
???: No, not women. Dragon Slayers. I’ve gone out various times and was able to see mages fighting and killing Dragon Slayers I knew before the new Magic Council. Your race is disappearing, and if you go, you may join then.
The girl looked disappointed for a moment, and then got a new glitter in his eyes.
Uxinta: I’ll just have to prove my strength and beat up anyone who tries to attack me!
There was a deep rumble, almost like an earthquake, as the massive dragon laughed.
???: You’re just like I was… If you think you can handle-
The Dragon cut himself off mid-sentence, for as he was speaking he tried to impale his foster-daughter with one of his sharpened claws, as a test to see if she was ready to go out into the world where she would be hunted at all times. Uxinta reacted well, holding out her arms to either side of her body, covering them with a brilliant light created by burning lightning. The two flickering light sources illuminated Uxinta’s face in an odd fashion; her face was dead serious and the flickering lights only added to the effect. Despite the fact that she covered her arms with the powerful magic he had taught her, the Dragon’s claws still went into the girl’s palms a short ways, however, much shorter than if she had not used magic at all. With blood splattered over her face from her foster-father’s strike, the young girl reminded the Dragon of someone he knew long ago…
???: AH!
The Dragon retreated into the darkness, the memory of the other girl shocking him into a state where he believed she was there. Looking around and noticing she was absent from his home, the Dragon spoke again.
???: If it still exists, you would fit perfectly into the Guild I always spoke of.
Uxinta: Yay! What about Exceeds? Will I get an Exceed? You always spoke about Dragon Slayers having Exceeds!!
???: I’m not sure about Exceeds…
As a memory returned to the mighty Dragon, his face grew somber. He hadn’t seen his old friend for many years… Shaking the thought from his head, as this was a happy moment, he smiled.
???: But it doesn’t matter. You have my blessing to leave; I’ve taught you all I can right now, and you need more people to drive you to become stronger. Go and live, Uxinta!
Uxinta: Thank you so much, Igneel-sama!
The girl ran up to her foster-father and hugged his snout, as he was too large to hug all of him. Then releasing the Dragon, the ran out of the cave and down the mountain-side to begin her new life.
???: Igneel… I haven’t seen him in so long… And what about her? I wonder how she ended up. Bah! I should stop reminiscing; my little girl is going off into the world, this was a happy day!
The then Dragon stared off into the setting sun, his previous comment bringing on another somber moment. As he stared, he thought of what he said, and Uxinta’s comment about the Exceeds.
