Leg weight can be used to up your speed, when taken of. [doubling]
At first you would be encumbered by the weight weighing you down a bit. but after training a month you get used to em and you regain your standard speed stat.
the first training should consist of you putting them on and try to move normal with it
the last training should consist of you dropping them and getting accustomed to your new speed.
So you get the idea.

You train until you become used to the weight
That way, you will move with your basic stats once more
When you remove the weight, the force you're now used to exerting in your legs causes you to move faster due to the weights not restraining you and you hitting harder with the strengthened muscles.
