Well Lee still has his speed that he gains taking off his weights and I don't see Neji being able to keep up with that, without his Byakugan. So I say Lee wins this.

I say this because He can simply removed his leg weights and be almost twice as fast and neji doesn't have his byakugan to cover him from all angles and so Based on Taijutsu only lee is stronger Imo.

Byakugan is Neji's whole thing. Take that away, and you have....nothing. But even with Byakugan, I still think Lee would win. Why? Look at the battle between Kisame and Guy.

Definitely Lee. Neji relies on his byakugan just as much as Sasuke relies on his sharingan. Lee only uses the gates in dire situations. He's still extremely fast without them and his taijutsu is always incredible.

when you take nejis bykugan then you take anything from him
