Before everyone use to wonder why Lee could not use chakra but now we know why. Judging from last chapter there were 1000s of people and clans battling one another BEFORE the sage was born. With this being said! Only people who are capable of using chakra comes from the Sage.. Everyone else is pretty much instant fodder :-(

Lee has chakra, but he simply cannot mold it to the levels required for Ninjutsu and Genjutsu.
And I wouldn't say Lee is fodder so there's that too.

Lee has chakra and can use it for walking on water/trees; also he can open inner chakra gates.
And he has about 0,5-1 stats for his nin-genjutsu in databooks, so it suggests he has skills in such fields even in really minor extends.
He is described as "not-talented" in ninjutsu and genjutsu. That's the only thing close to an explaination.

So Lee is an instant fodder? LOL I'm not saying I disagree, but he is easily stronger then those random civilian fodders.
