Description: This technique causes a target of the user's choice to "attract" raindrops. The water in the rain drops will attach themselves over an opponent. Once enough water has gathered over an enemy it will also attach to the ground, holding the user's opponent to the ground.

This is a very useful rain technique which grants tactical advantages, by concentrating your chakra around your opponent's body "or in his clothes..etc" causing him to be some kind of a "magnet" of rain droplets in which the rain droplets will attach itself to the opponent restricting him from being able to move freely and holding him to the ground.

As I spot the target, I begin to focus on the target's legs and clothes. As the chakra converges onto that point, it seemingly attracts the rain as it moves and brings the rain to that point. If struck by electricity it will move through the water and strike the user as well.

I release my chakra through the entire battlefield and into the nearby rain drops and rain clouds. I focus my chakra into the water inside of the rain and by using my chakra control and a change in chakra nature, I use the chakra to release a small amount of chakra from the bottom of each mass of water. This way, the chakra is capable of suspending the rain in the air, effectively stopping it by applying a force equal to the force of gravity causing the water to be suspended.
