This allows Fukasaku and Shima to continuously gather sage chakra for the person when they are moving, as they are stationary on top the persons shoulders thus eliminating the weakness of exhausting the users sage chakra in battle. This method however was not suitable for naruto as the 9 tailed fox rejected Fukasaku attempts to fuse with naruto during training.
