Well I have a few ideas tell what u think and remember a leader isnt just the strongest guy around.
Kakashi:
Good sides: Is an inteligent and well known ninja who is considered strong by everyone. Has the MS so he might now a bit of madara and sasukes EMS powers also cant be trapped in genjutsu. He is the mentor of naruto and 1 of the only people naruto would listen to and do as told. Is from Konoha the main village of the story.
Bad sides: He is younger then most kages and leaders so some of the kages might feel bad about taking orders from someone so young(the earth villages old kage)
He isnt good enough of a fighter to handle a member of the akutsuki.
Killer Bee:
Good sides: Is very strong and can control the 8tails he is inteligent and can come up with good battle strategies. He is the raikages brother.
Bad sides: He is a junchuriki and is very important in the war so he might not be taken to the battle field
Tsunade:
Good sides: Is a sannin well know around the world. A strong fighter and a amazing medical ninja. A good leader who stand tall in danger.
Bad sides:Just got out of coma. she isnt strong enough and her ideas to keep the junchuriki in battle isnt liked by the other kages.
I didnt include naruto because he is just too young and reckless isnt fit to lead.
