Well, Hokage naruto was just confirmed as the 43rd character, but I doubt they will give sasuke Susano'o because think back to the manga. They stop at the KB fight with Sasuke and by then all he has is Tsukyomi and Amaterasu... no susano'o. sorry. My guess is Zetsu, but it could be Konohamaru or someoe else. Who knows?

the last characters are gray outfit sasuke and hokage naruto.
there are 42 characters and the 2 outfits so i would say that we have our secret characters.

The Naruto costumes are just selectable from the Naruto portrait. Would be silly to make a complete new Naruto there as a character 
Who knows, maybe we will be able to play as 1st and 2nd Hokage
And far as I understood, Sasuke/Itachi reach Susano'o when they have a sertain amount of HP left. So it works as a defence that way. Same goes for Naruto's Kyuubi chakra forms, Killer Bee's bijuu form, Orochimaru's white snake form etc etc.
What I've seen from the videos and wred, when ever you get low enough on hp and charge your chakra or something like that, you reach the form.
And I will have the game tomorrow so I will try to complete it asap to give you some information

well cc2 does count him as a seperate character ...
its a shame, they included pts sasuke and naruto for just 10 seconds.

susanoo is itachis awakening. sasukes is his cs2 form and mangekyou sharingan.
there are actually 2 guys, they got the game like 1 week earlier and we saw the full character roster.
there are 42 slots with 2 costumes. looks like they count costumes as characters

The last character is actually Lars, from the Tekken series, or something like that. Apparently, Kishi designed one of his outfits in the Tekken game, so they included him in UNS 2 as the last unlockable character.
Hokage Naruto is just an alternate costume for Sage Naruto and there is also Sasuke in his Akatsuki outfit as a separate playable character.
All-in-all there are two versions of Naruto (Normal and Sage) and two versions of Saske (Normal and Akatsuki outfit). Each version has a different moveset according the abilities they had at each respective time (So, for example, Akatsuki Sasuke has abilities like Amatarasu while normal Sasuke had not had those abilities yet) and normal Naruto and Sasuke both have alternate ultimate jutsu that you can switch between.
