Madara couldn't cotrol Juubi Obito. He always had a fail-safe for regular Obito...hence why Madara needed a plan invloving senjutsu in oder to remove the Juubi from Obito, then control Obito once the Juubi was removed; hence also why Madara thanked Naruto helping helping to do some of the leg work

Nope not entirely even when he was the ten tails jinchuuriki madara still had a plan to turn the tables.
