I'd say the nine tails is a decent amount stronger than the eight tails with half his power, not by too much though.hear me out,we can all agree that the strength of a tailed beast is determined
by the number of tails it has. BUT as you can remember minto only sealed the kyubi in naruto at half strength the second half(and when i say half i mean half of the kyubi chakra) in himself.

I couldn't have said it better myself the fox regained his lost chakra in some point in time just like any other creature that uses up chakra seriously do you think that when the fox usses chakra it just disappears forever or somthingWe don't know that for sure, the fox is a living creature and like all living things that produce chakra should be able to have its chakra restored in time. Minato couldnt seal all of the fox chakra into naruto because he was a baby and couldn't handle it. Mito and Kushina were older when they had the fox sealed inside them.
That is because I think the number of tails is not that the power of the Bijuu was distributed evenly, like a constant function ( if we take into account math), but rather an exponential function in which a -1 < tail < 1 difference makes a BIG BIG difference.Nine-Tails can beat Eight-Tails with half of his power sealed. Meaning Eight-tails is no match for Kyuubi with full power.
We don't know that. There is alot of discussions going on right now about a debate between the tailed beasts. The Majority of the naruto fan base believed / assumed that the number tails represented the strength / chakra amount of the Bijuu. No, I don't believe that. It's just like any other creature or species in naruto base. Almost all living things have some sort of energy. Just like in DBZ when the animals / plants / humans gave up their energy for the Spirit Bomb. And sorry I'm bringing up DBZ into a Naruto Forum, though I'm just using this as a reference. So yes, eventually the chakra would be restored. Actually Minato used the Death Repear Seal to pull the Yin chakra out of the 9 tails and sealed it in the Repear's stomach. That is completely different than sealing off the Yin chakra all together. Orochimaru actually sealed the fox's chakra and Naruto had no access to it until Jiraiya unsealed it. The Yin chakra was taken from the fox to weaken it so it can be sealed into Naruto, a new born baby that couldn't handle the full power of the fox like Mito and Kushina since they were older when they recieved the fox. Plus if the Yin chakra was completely gone as some say then the fox wouldn't ne able to make a tailed beast bomb since it requires both yin and yang chakra to create it as Bee told Naruto during training.
