I'd say the nine tails is a decent amount stronger than the eight tails with half his power, not by too much though.
People you cant say he has unlimited chakra if you can seal half of it because half of infinity is still infinity. That makes no sense, what is meant by the nine tails phrase of infinty chakra is that no one has seen the fox's limits yet and they assume no shinobi could push the fox to its limits.
Look the eight tails we see what hes capable of his limit seems to be taking on 6 bjuus.
We havent seen the fox in action really. We seem start to release his powers and most times the fight is over before he even starts showing off anything.

Basically were going to get to see another naruto power up which most likely will be perfect unification with the kyubi hell could even be so perfect that he doesn't take on the physical form of the fox but rather we see a new form naruto... In bleach the bigger the bankai the less it's mastered could be same sort of principle coming in with naruto
well minato sealed the kyubi half chakra because it was impossible for infant naruto to control it ...but as time passed naruto grew and so as ninetails chakra..coz its a chakra which means it can be restored as it only needs time and rest and as every one knows i think when a person try to carry up a calf or something that grows, at first it will be difficult but when time goes on and he does the same thing day after day he will be able to carry a full grown cow.
Conclusion: when he carry the calf day after day he is developing his strength slowly and calf is also growing slowly which means they are both growing so he doesnt see any difference coz he is doing the same thing again which means he got adapted to the growing weight of the fully grown cow ....
so , kyubi chakra is restored to its full and naruto got adapted to its full chakra /power...coz he was also growing and becoming strong so coz of that he didnt see the changes of kyubi chakra but he cant control it so that means he still needs to grow and become stronger and still have potential to be strong ...well its just my thoughts and i think kyubi is still stronger than other tailed beasts

This thread is pointless because if all tails were equal then their would be no point in
having the 10 tails put back together, which madra is trying to do....

If the Kyuubi is an incomplete biju, then that means that juubi can't be revived. I agree with everyone else that said his chakra slowly restored itself as Naruto got older. I also whole-heartedly beieve that the Kyuubi is by far the strongest biju. Tobi/Fake Madara is too smart to try to revive the Juubi if its incomplete.
Most of you guys don't know how Death Repear Seal works, the Repear pulled the Yin chakra out of the fox and ate it. This cause the fox to become smaller before being sealed into Naruto. The only thing that was sealed permanently was the Yin chakra that was seal but the Fox is a living mass of chakra who was said to have near limitless chakra and can replenish its chakra. the 8 tails chakra was absorbed by samehada to the point Bee couldn't chase Kisame yet had it restored. The 8 tails lost it's tenicule before and Bee said don't worry it will grow back, that tenicule was absorbed by Akatsuki statue (forgot name lol). When the fox went 8 tails against Pain it was its normal size as it was before Minato sealed its Yin chakra. Here my best evindence, to make a tailed beast bomb you need to use both yin and yang chakra but if the fox only has its yang chakra in Naruto then he can't use tbb yet we see him use it. explain to me how this is possible. There is a big difference between pulling out chakra and sealing it and sealing it where it is. The fox yin chakra was pulled out and seal, it wasnt sealed from the fox. Orochimaru actually sealed the fox chakra from Naruto meaning Naruto couldn't access it until Jiraiya unsealed it. There was no sealing the Yin chakra from the fox, simply sealing the Yin chakra away because the whole fox was too much to seal into a new born baby and Minato was low on chakra. Gaara was sealed with the 1 tails while still in his mom womb and she died from it.
i think the nine tail is the strongest because it is sealed inside naruto and as the main guy in the show if there was a stronger bijuu im sure he would have got it lol

I couldn't have said it better myself the fox regained his lost chakra in some point in time just like any other creature that uses up chakra seriously do you think that when the fox usses chakra it just disappears forever or somthing
That is because I think the number of tails is not that the power of the Bijuu was distributed evenly, like a constant function ( if we take into account math), but rather an exponential function in which a -1 < tail < 1 difference makes a BIG BIG difference.
We don't know that. There is alot of discussions going on right now about a debate between the tailed beasts. The Majority of the naruto fan base believed / assumed that the number tails represented the strength / chakra amount of the Bijuu. But as everyone has just realized that isn't true.

So what does the Hachibi know about the 9 tails? And then you have to think that Minato only sealed half of the 9 tails into naruto? I've always questioned this, where is the other half? LOL...No, I don't believe that. It's just like any other creature or species in naruto base. Almost all living things have some sort of energy. Just like in DBZ when the animals / plants / humans gave up their energy for the Spirit Bomb. And sorry I'm bringing up DBZ into a Naruto Forum, though I'm just using this as a reference. So yes, eventually the chakra would be restored. Actually Minato used the Death Repear Seal to pull the Yin chakra out of the 9 tails and sealed it in the Repear's stomach. That is completely different than sealing off the Yin chakra all together. Orochimaru actually sealed the fox's chakra and Naruto had no access to it until Jiraiya unsealed it. The Yin chakra was taken from the fox to weaken it so it can be sealed into Naruto, a new born baby that couldn't handle the full power of the fox like Mito and Kushina since they were older when they recieved the fox. Plus if the Yin chakra was completely gone as some say then the fox wouldn't ne able to make a tailed beast bomb since it requires both yin and yang chakra to create it as Bee told Naruto during training. This is the best evidences that the fox has his yin chakra again.
