i think i knw tobi might revive the bijuu without kyubbi yin chakra,
remember when the kin brothers were swallowed by the kyubi and they had eaten kyubi flesh for survival i think when they had devoured its flesh the kyubi yin and yang chakra was also consumed in other words tobi now has access to kyubi yin chakra when he took the pot in which they were sealed in while naruto only as the yang chakra since fourth hokage only locked the yang chakra within naruto
so i think he doesnt need the full kyubi no w
