Kushina by an overwhelming margin, unless yaw believe sakura is akatsuki level and can defeat and capture jinchuuriki on her own.
Kushina is a perfect jinchuuriki like B and Naruto.
Why?
Because we all know from B and Naruto that a jinchuuriki needs love in order to defeat their beasts, Mito told kushina that a person needs to be filled with love before a beast is sealed into them and gave kushina all her love. Kushina also told Naruto that she was very happy despite being a jinchuuriki because of Minato's love for her, Minato also told Kushina that he would seal her inside naruto so that she could give naruto something only a mother could give and we later find out that it was love because after she told him she loves naruto, his hate (dark naruto) that kyubi was trying to take disappeared. Minato also lectured A about jinchuuriki when they fought, saying that A should realise what B's source of strength is before he becomes neither jinchuuriki or human, then we find out recently when B explain's that it was his bond with A that gave him the strength to tame the eight tails.
How else would Minato have known love was the key, his words to A and his words and actions with kushina more then prove that he knew exactly what a jinchuuriki needed, the only way he could have known was because that's how it was with his wife.
Besides, Kushina had a flash back of Mito talking about filling up a jinchuuriki with love and said that she wasn't resentfull but happy as a jinchuuriki because of minato and Mito's love, and was sealed into naruto to give that love, she was obviously a perfect jinchuuriki.
Besides, even if she hadn't been given love, she would still have achieved the feat of being a perfect jinchuuriki like Yagura, her chakra chains were strong enough to hold down the kyubi even when she was at death's door, she also held it down again to help naruto even though she had a limited amount of chakra left before she disapeared, at full health, she would control all its power with her chains easy, like tobi is doiing now with the chains of the outer path.
She clearly had love and the ability to do it and hers and Minato's words and actions are more then enough proof that she was the real thing, Sakura does not stand a chance against Kushina's jinchuuriki powers, I doubt sakura is stronger then the kyubi so the chakra chains would easily subdue her and those chains are fast too, almost instant.
Kushina also has more experience and is MUCH more durable then sakura because she held down the kyubi after an extraction that normaly kills a jinchuuriki, set up a barrier and then still took a claw from the kyubi through the chest and still lived, that's insane.
She is a master of the sealing arts and barriers, which are very difficult, convenient, and dangerous arts to master and use, she could easily trap in a barrier or seal her chakra away or outright seal her away, afterall, she is an uzumaki, who are known to be the best sealing experts and she is Minato's teacher.
The above is WAY too much for sakura.
But let me elaborate, it is possible that Kushina knows hirashin and rasengan, I mean if the Hokage's body guards were taught how to do it by Minato, why wouldn't Kushina, who taught him seals and helped him develop it not be taught? She is also his wife, so why wouldn't she know it?
Same with rasengan, in fact more so with rasengan, Minato seems to have taught it to Jiraiya and Kakashi, so why would he tech it to them and not Kushina? Sure Jiraiya was important to Minato, but there is obviously no way Jiraiya was more important to him then his own wife, whom he loved very much, plus it has been stated in manga that he created rasengan while trying to replicate Kushina's bijuu dama, so why wouldn't he teach her the jutsu and teach 'outsiders'.
Just speculation on those two but yeah, Kushina, even without Hirashin and rasengan, Kushina is still high kage level, she can xontrol the kyubi's powers and has super fast and super strong chakra chains to restrict or squash opposition, and she is a great Uzumaki sealing master, Sakura should go and play with people her own level, maybe she could try her luck with tenten or ino, maybe Anko or Temari to give her some credit, but Kushina is at another level entirely to her, it would take a particularly strong akatsuki to stop her.
