The chains weren't released from Kurama until his second half was sealed inside Naruto actually. When Minato sealed the first half, he was still bound by the chains, otherwise he would have went on a rampage, not just try to stab Naruto.

the chain was fitted on kurama, when minato used shikki fujin to seal his half, his size reduced greatly, and the chain lost its fittings, and kurama was able to move, if you watch the anime you would see that better, its even in the manga

Yes, but you did say Kushina>PS. This wouldn't work because if they fought who knows if she would be able to bind Madara? Imho she would die before she even had a chance to attack. Also...if you're saying Kushina>PS how.... when PS is Madara? PS is a manifestation of Madaras chakra I believe....it's a part of him not something separate. So Madara(PS included) would be Madara>Kushina, correct? She can't be superior to PS since it is Madara.
