the chain was fitted on kurama, when minato used shikki fujin to seal his half, his size reduced greatly, and the chain lost its fittings, and kurama was able to move, if you watch the anime you would see that better, its even in the manga

Either way, there's no evidence supporting that those chains can be used to subdued anything other than a Bijuu.

OT: It depends if those chains are designed to hold down Kurama which could be the reason why it was said that Uzumaki are said to be the ideal Jins of Kurama. It's possible if it would also be able to affect anything non-bijuu related.
