It's easy to say this even because we've never seen mito uzumaki and taka senju, two females straight out of hashramas era. Mito was the first kyuubi jin and taka senju was world renowned for her genjutsu skills. They could easily be better than her. She's good but I wouldn't place her under kaguya without knowing what those 2 are capable of.

Taka isn't even mentioned in the manga so that doesn't count, by that logic the female MS user should be the strongest. If my aunt had balls she would be my uncle. Kushina is the strongest female character although Tsunade might have a chance. U_U
