Definitely is. She still held down kurama on her own after it was extracted and moments after childbirth- AND she had chakra left over to transfer to naruto. This is after FULL kurama was extracted from her too. Naruto only had half kurama extracted and nearly died. Kushina is easily the most powerful chick in this series aside from kaguya.

It's easy to say this even because we've never seen mito uzumaki and taka senju, two females straight out of hashramas era. Mito was the first kyuubi jin and taka senju was world renowned for her genjutsu skills. They could easily be better than her. She's good but I wouldn't place her under kaguya without knowing what those 2 are capable of.

While I agree that Kushina is special the Chakra chains can't be used against human sized targets but being able to take out the strongest of the Bjuus while you are dying is a powerful feat.
