Kushina and Tobi

i was reading the manga and was surprised to see TOBI using KUSHINA'S chakra
chains. kushina was born with that ability right and was said to have an unusual chakra, so how did tobi get it then use it even more effectively to subdue the 6 tails

For example: What if she was able to use shadow clone jutsu, does that mean that everyone else had to implant her DNA into themselves to achieve that technique.

When he chained her up and extracted the tailed beast from her he most likely did something else aswell. Possibly stole her chakra. If Madara did it to Hashirama then he could most likely do it aswell.
