I believe I know what Kurama's plan is.

I think he told Gaara to give Naruto some of Shukaku's chakra because remember, Naruto only received the other eight's when he released them from Obito.

Gaara would still have some of Shukaku's chakra because of how long he was in him.

*Edit: In today's chapter, a page shows Gyuuki cutting of a tentacle and leaving it behind! I thank hisou for pointing this out for me. I believe this is how Naruto will receive his chakra.

With this, Naruto will be able to become a pseudo-Jinchuuriki of the Ten-tails and will combat Madara who will also become Ten-tail host.

What do you guys think??

He never got it in the series. Naruto most likely has Gyuuki's chakra because of all the bro-fist and time the two spent with each other. But no, he never once received Shukaku's chakra . . .

There is a debate in NB about Naruto has Kyuubi chakra anymore or not !! I would say that's not important because for your theory even if Madara drained all of Kyuubi's chakra out of Naruto , Minato still has half of it and can deliver it to Naruto !

So in the end , Naruto CAN have all 9 tailed beast chakra !
