Kyuusano is far stronger than PS.
First off, Kyuusano has PS's creation busting swords, so right there it already has equal offensive power. Next, unlike PS, kyuusano has nine tails covered in armor that can be used to attack and defend as we see BM NAruto's tails are so durable they can block the juubi's multi-mountainrange buster.
And of course Kyuusano can fire standard bijuudamas which would deal good damage to PS.
So if the two techniques were to fight, Kyuusano would cancel PS's swords with its own swords while being free to damage it with chakra arms and nuke it with bijuudama. Kyuusano is a solid tier above PS.
