Naruto's got smart friends (Shikamaru, Kakashi possibly) who could be his "advisors". And who else would be named Hokage? Kakashi would decline, and who else would be thought of?

I doubt Kakashi can decline.And I will give you he has smart friend that can help him, but by that same token, why not just put one of those smarts friend in charge and use naruto as the muscle? Which is a role naruto has been playing for the majority of the series so far.

Lol being a expert Medical ninja, being able to create antipoisons, which take precision and leaves no room for error as said by sasori, requires extreme intelligence... you must be the first person to think tsunade isnt smart.... and what? She has a fear of blood after seeing nawaki and dan get killed.... she obviously developed many jutsu, including her creation rebirth.... I agree, though Kishi made Naruto stupid so he could use that to explain things to the reader/viewer. I think Naruto's actual intelligence may be a little higher. Still not enough to lead a village, but high enough for people to stop calling him an idiot.
