Welcome to Konoha! Most of the customs are for everyone just not the ones that say you have to be Hokage or anything like that.

Also once the anbu commander is chosen he secretly picks the Anbu corp

You forgot though that normal shinobis in the villages cannot use Village customs in battle or anything like that unless they have been given permission to from the Hokage (like in the BOTB). So you cannot post them in your customs thread nor can you use them unless in war or you have been given permission for.
