I think Konoha is just lucky. Lucky they have the clans with good genes and the most note worthy prodigies. I don't think it has anything to do with how they train them. Heck Itachi and Obito basically trained themselves to be that strong.

Third Raikage, 4th Raikage, the first perfect Jinchuuriki B, the gold and silver bros, and even their assistants are better than the konoha fodders.

The only good ppl from lighting village are the kages.(which believe it or not are all related to each other. The third is the fourths son)
Hiruzen was trained by the village, kakashi trained by the village, guy, all 3 sanin etc white fang. I need not go on.

Kakashi craps on every one of the raikages assistants all at the same time. And ay already admitted inferiority to minato.

His teacher is irrelevant, they were both leaf nin when he was trained by them.

Actually Naruto didnt have basic Ninja skills due to Kakashi's neglect and Sasuke favoritism (Remember how Kakashi tried to teach Naruto chidori? He just asked him to focus chakra on his palms without even explaining Nature Transformation) ...... Jirya actually taught Naruto the basics.

I'd say J-man was his best teacher in practice (Rasengan which lead to his variations, Sage Mode which gave him sensing & natural chakra, and his ideals which without Pain wouldn't have used Rebirth on Konaha).

Though without Bee (training, advise, location), the whole Kushina thing is a lot less likely to have happened. Then again, Sage Mode was useful to Naruto in that as well.
