Madara/Hashirama FORMED the hidden leaf, so obviously they weren't trained there.
Sasuke was trained by Orochimaru/himself, for the most part.

Konaha overall have some of the best ninja.

Developing them i agree is a bit slow. From the start they should very well have assessed with new how should i say 'military force' their strength weaknesses. For plot's sake we had to see naruto develop tbh.

If you weren't in a clan you are basically on your own tbh. at least the clan members know some jutsu other than the basic academy stuff.

Sakura is a prime example of the non-clan ninja. Thank god for Tsunade, she might not be a beastly ninja. But at least now she can do more than hold kunai infront of the enemy.

Either way.. Trained in or out, you rep that village till the day you die. Kakashi, Guy, Tsunade, 3rd Hokage, Asuma(R.I.P).. Why did the leaf get stomped so bad against Pain? Because it's Pain.. Any of those beast the Akatsuki had caught, could have easily crip walk over the village they dwell in/near. Dei- Sasuke was from the village.. Live with it. Without Kakashi teaching him chidori, he would still be using nothing more then fire style jutsu. It don't matter how long it takes to get to a certain goal, aslong as you make it there. All that has been done in the leaf, made Naruto into a greater ninja. I put money on the leaf being able to stop just about any other village out there without the help of plot.

Not every single shinobi have to be an elemental type, there are other skills that are useful in both battle and support that not require any chakra type.
