No, a lot of movie exclusive characters and villains were put on the banned/on hold list right when the movies dropped. Some eventually came off but them being on the list isnt an indicator they existed before being on there, but instead is an indicator that it cant be made

I dont know what you mean about Hiruko in this context but Hiruko was placed on that list because his ability list wasnt something the RP allowed on a broad level at the time. Afterwards, it became more broken than what higher tier canon bios could allow in terms of ability diversity and needed to be reworked

I think as the power creep went up, those kinds of bios were more reasonable, but considering there eventually became a hard cap with the ceiling, its hard to decide on where to draw the line. plus also not just making up abilities for the sake of it.
