It used to be that a CW could have a CJ tied to the weapon that didn't go towards your custom jutsu count. I am not sure if this has changed though.

Any customs made count towards a specific limit you have.

• You can make up to a max of three Custom Weapons, enough for one per bio slot, and come with one (1) Custom Weapon Jutsu slot.

exactly what i asked, the jutsu is tied to the weapon as weapon jutsu slot, not the basic jutsu slots.
