More or less; but for attaining a canon ability, the bio can only have one AND have to have purchased the respective bio with the ability you want on it (or if you already own the character, you just need to link where you previously got it or purchased it)

I mean… 9 tails is 26k. Although the modes don’t really provide any boosts over sage mode besides having high speed. Naruto bios can stack them with sage mode though.

Yes character specific. No, Deidara's ability is an Adv. Element so it would be the cost of an AE + 3 due to it being a canon specific use of Explosion Release.

Another example is Obito's Kamui. My Iyanna bio as a Vessel could have her Mangekyou Sharingan ability be Kamui in place of the standard set up. So it would be the Kekkai Genkai price + 3 for that.

It might be worth clarifying if canon abilities include or don't have a field are included. Eg CES, FTG, Lightning Armour etc.
Edit: i realize that most of them are under certain threads in the jutsu section, but eg lightning armour might fall.under a mode rather than character specific techniques or under the t3 Ay bio etc.

Those are included yes. Its those are character specific abilities tied to canon characters
