Fanfiction at best without actual feats. From what we know from this clan, their strongest member ( Hiashi ) is an elite jounin level ninja, and that's about it.

Also it should be noted that most ninjas can never reach chuunin-jounin rank, so a Hyuuga fodder being on their level can be easily considered elite.

Yea , oldest most illustrious clan with the most elite and accomplished blood garnered that reputation as a clan through the exploits of average chunin level ninjas. The person making this claim has no evidence but his opinion , which isn't and the manga clearly supports the contrary.
