Good, now can you tell me why use two elements for the warersprout instead of just forming a normal tornado over water?

Because the water and wind mix make it uncounterable and it would take more chakra to make a tornado and then have it engulfed by water. Plus, the water would give it a significat boost in power becasue of it's chakra whereas normal waterspouts are weaker than normal tornadoes.

1.) Like you said implanting your own chakra into the water makes it stronger than using ordinary water. Also, using your own chakra allows you to control the jutsu instead of letting it go wild.

2.) What would happen if there were no water source? How would you be able to create a watersrpout with no water. This is where the jutsu comes in handy. By using this jutsu you can create your own water supply.

Now, first we're gonna work on formin a tornado and we alreay have clouds so that wont be a problem.
*Forms hand signs and a small tornado starts to form from the clouds and i direct it toward the hotspring*
*As soon as the tornado touches the water it sucks it all up and sends it flying*
