I can actually agree with your perspective though you are being a bit extreme. From the looks of it, tobirama was always the one getting shit done. Hashirama was powerful and did do whatever he wanted but tobirama controlled things behind the curtains. I don't see tobirama losing in a logical debate to hashirama. He had a structured mentality. Hashirama was rather raw. E.g hashirama may forgive uchihas for something they did, but then tobirama will send someone to deal with them behind the scenes. Later hashirama will vow to punish the culprits but will never find out who it was.
Though tobirama isn't portrayed as dark, but there is a reason why he was orochimaru's favorite hokage and orochimaru worked with danzo.

This is reasonable, I can agree with this. Tobirama's motivations were the start of something worse. I can genuinely believe he had no bad intentions but it was a way of methodological thinking that would create further problems.

Oro was a Tobirama fan because honestly look at the alternatives of his time. I do think many ninja from the NV misunderstood and misconstrued Tobirama's methods. He had no major political leaning unlike his brother, he was just more realistic than Hashirama.

Tobirama was Orochimaru's favorite shinobi only because he created many interesting jutsu like Edo Tensei , Hiraishin , Kage Bunshin , Gojo Kibaku Fuda and Soul Transfer.

And also because Tobirama was the first great scientist of Konoha who did search about the Sharingan. For example it's Tobirama who helped with his knowledge in biology , Kabuto to heal Sasuke.

But never Orochimaru was a fan of Tobirama for his policy.

The only I think who was politically influenced by Tobirama is Danzo , but Danzo is a darker version of Tobirama , he is more extreme and coward.

And Koharu Utatane seem to be also influenced by Tobirama , she was more pragmatic and nationalist than Hiruzen.

And Homura is more neutrale.

we already know all that through flashback narratives though. If there were fillers dedicated to that, then ppl would've watched them to look out for things to nitpick like they did Hagoromo flashback episodes, and the result would've been another never ending parade of flame throwing threads.
