We have never seen Konoha during the Second Hokage reign , but it was one of the most important period of Konoha.

- Creation of Ninja School

- Creation of Chunnin Exam

- Creation of the Konoha Police Forces

- Creation of the Anbu



He created the main institutions of Konoha. Too bad that we have never seen in fillers how was Konoha during this Time.

And we can notice we have seen Konoha under Hashirama , Hiruzen , Minato , Tsunade , Kakashi , and Naruto but never under Tobirama , who was one of the most important and influent Hokage of Konoha.

Fillers about this period would be very interesting , because we could see how was really powerful Tobirama , Prime Hiruzen and Kagami Uchiha. How was Danzo's youth , why he became so dark. And how was Tobirama as Hokage .

I think it's great how Hashirama was the perfect face for a village, just as a strong and caring mascot. But then his brother was actually a great leader in the exact opposite way and actually understood management and institutions.

especially as Hashirama severely scolded Tobirama once they were reanimated and put him in his place. It wasn't a Hiruzen/Danzo relationship from what we were shown, especially as they were yknow, brothers.

That scolding holds no weight and neither did Tobirama give two shits. The only time Tobirama cared was when Hashirama told him to lower his finger because Hashirama was pissed off. Other than that from Tobirama's behaviour via flash backs it's evident he was manipulating Hashirama due to his nature and secured himself the position so he could do what he wanted. He's Danzo but in your face(Hokage) instead of completely in the shadows.

Don't get me wrong it's a cool idea but it's on fan-theory territory when Tobirama hasn't been portrayed to mirror Danzo. They were just two brothers who disagreed on the ethical issue of the Uchiha.

Your right Danzo mirrors Tobirama it's not the other way round. The best way to describe Danzo would be as Tobirama's will. Anyway I've said it before Hashirama was easily manipulated via black mail and his love for the village. The blackmailing you're mentioning...are you referring to moments like Tobirama whispering to Hashirama about conduct at the Kage Summit? I can't think of one instance where Tobirama's more reserved manner and way of doing things impacted Hashirama's behaviour in the slightest.

He didn't stop bowing his head in that room to the Kage because he was naive, sure- but ahead of the game and above them morally. Not even his shocked brother dissuaded him, because Hashi knew full well what he was doing. Tobirama just happened to think you should rule with composure and structure.

I just don't buy Tobirama at any point in the manga being definitively shown to be cowardly, manipulative or have bigger plans.

Interesting reading. It's subjective and I like that, I certainly never got that from Tobirama. He's certainly no Danzo though.

I think mine's more objective but it's all about how we percieve things. He's definitely not Danzo, Danzo is his will essentially do whatever is necessary for the survival of the leaf. Danzo was more apparent because he lived through uglier times and near endless war between nations not just clans.

Tobirama also provoked the Uchiha. I don't know if you can blame him though, usually if people are provoked they are the ones the blame falls on.
