Sasuke wasn't hated because of his brother. Just because they knew about his brother doesn't mean that they hated Sasuke for it.

You proved nothing with this question. I'll answer it anyway though:

I wouldn't hate said criminal's children. I'd still probably call the police or take some kind of protective measures against the father though. Either way, I don't hate the kids.

Anyway, that is a bad analogy because:

1. Itachi is Sasuke's brother, not his father.

2. Unlike with your criminal neighbor analogy, Itachi left the village (where as the criminal in your analogy actually stays close by in the neighborhood)

3. The name "clan killer Itachi" says that the villagers sympathize with the rest of the clan and set Itachi apart as a lone villain. In other words, the village sympathized with Sasuke, not hated​ him. They only hated Itachi.

4. A number of people actually knew that Sasuke wanted revenge against Itachi, so clearly it's not the same as the child of a criminal looking up to his father.
