This has bothered me for a long time but I never posted anything because I was afraid of being ridiculed for my opinion on this, but f**k it I'll just say it. I think Konan can beat Sasori and here's how she does it.
Countering Sasori's Arsenal
Hiruko
Since Sasori operates from inside a human puppet called Hiruko, that will be Konan's first challenge. Hiruko has 3 main weapons: the scorpion-like tail which serves as offense and defense, the rapid-fire senbon which are launched out of his mouth, and a mechanism on his left arm that shoots senbon in all directions. Now, Konan being a long-range type will try to stay as far away from Sasori as possible and avoid close combat, so the tail to her is no threat at all. She can avoid the senbon as well. Using Dance of the Shikigami, she can turn her body into paper, fold each paper into an origami butterfly, and disperse herself over a wide area like she did in Amegakure:
Even if the senbon nail some of the papers, it is no big deal to Konan at all since she can easily recover in her paper form, a tribute to that being she recovered after half her body was blown up. She went from this:

So it's fair to say she can take a good deal of damage. She even survived Obito's black rod, despite not being in her paper form. Not that it will be necessary though since not many of the senbon are going to make contact with paper. To help her even more, she can make paper clones to confuse Sasori, making him unaware of which body to aim for. Hiruko is finished by her sneaking one or more explosive tags and sticking them to Hiruko's body - the puppet is made of wood, so one paper bomb has enough explosive force to destroy it. It destroyed Obito's zetsu arm, which was capable of stopping Suigetsu's Executioner's Blade:
3rd Kazekage
Sasori's favorite human puppet, the 3rd Kazekage manipulates the formidable Satetsu, or Iron Sand. However, Konan can safely evade all the 3rd Kazekage's attacks. The third Kazekage has been shown to use four techniques: Senju Sōbu (Thousand hands manipulation force), Satetsu Shigure (iron sand drizzle), Satetsu Kesshū (iron sand gathering assault), and Satetsu Kaihō (iron sand world method).
Senju Sōbu is countered the same way as the senbon are - by dispersing herself over a wide area so the hands have nothing to grab on to. Satetsu Shigure is a similar attack to the senbon needles, except it is achieved instead with iron sand. Konan still evades it the same way she does for the senbon and the hands. Satetsu Kaihō is normally useful for someone whose body has no special characteristics, but pinpoint piercing attacks becomes nullified the same way, since Konan in paper form can disperse herself with Dance of the Shikigami. Satetsu Kesshū could arguably be countered the same way, but it would be even easier for Konan to stick dozens of explosive tags to it, then explode the iron structure, dispersing the sand much like Deidara's bombs dispersed Gaara's sand:
She finishes the 3rd Kazekage the same way she destroys Hiruko - with explosive tags. While she is dispersed, she can manipulate the papers to form a clone right by where the 3rd Kazekage puppet is. The clone, which she could mix with explosive tags, would grab onto the 3rd kazekage puppet and blow itself up, along with the puppet.
Poison
Konan turning her body into paper renders Sasori's poison absolutely useless. With no blood/organs/human body systems, there is nothing for him to poison. Filling the area with a cloud of poison also would have no effect on Konan. She can disperse the poison cloud the same way Sakura did: with a paper bomb.
That being said, Sasori's poison clouds as well as coating his weapons with poison would be useless.
One Hundred Puppets
Sasori's ultimate technique is not really so ultimate against Konan. Again, by using Dance of the Shikigami, she can disperse herself into thousands of origami butterflies. The puppets, who specialize in piercing/slashing/stabbing attacks will be rendered useless. One paper bomb per puppet is enough to destroy every single one of them. Another method she could use would be suicidal paper clones, which function in a similar way to Deidara's nendo bunshin. Once a puppet enters close combat, the paper clone (which is mixed with paper bombs) blows itself up along with the puppet.
Sasori: the Man Himself
Konan's biggest threat is probably Sasori's puppet body, which could be troublesome. His propellers and cable coiled in his chest are not very big threats, since they are rendered obsolete by turning her body into paper (if he comes close enough to her to use his propellers, she can slip a paper bomb onto his body and blow him up from afar, while cutting through paper and poison will not harm her). Sasori's fire jets are probably the only tool he has that could actually do Konan some damage. Nevertheless, Konan has counters to it. Obviously, she could just keep her distance and stay out of it's range, but then any paper attacks she uses get burned burned up before they hit Sasori. So what she can do is create a diversion. If she fires off several dozen explosive tags at Sasori from a safe distance, the fire will burn them and make them prematurely explode. The explosions will cause a lot of dust and smoke, creating a smoke cloud and obscuring Sasori's vision. While this is happening, she can send papers around the flames/explosions behind Sasori, to make papers form together to make a paper clone. Once Sasori notices this clone, he will shift his attention to the clone and redirect his fire to burn it down. The real Konan can take advantage of this opportunity to bombard him with paper shuriken or paper planes mixed with explosive tags. Once they come near enough to him, they explode and the wide-range explosions would nail Sasori in the heart and kill him.
Konan was smart enough to come up with a strategy to defeat Obito (and almost succeeded), so she could easily figure out his weaknesses relatively quickly. And this isn't the only way she could overcome his fire jets - she could make about a dozen paper clones and fire at him from all sides - and his fire jets do not give him 360 degrees of protection.
How Konan can kill Sasori/Strategies she can use
-Paper tag explosions
-Paper shuriken to his vital spot (would take some time to deduce his weakness however.)
-Paper Chakram to his vital spot
-If we count anime feats, she can just spam paper shuriken and paper chakrams everywhere and cut his puppets in half, since in the anime she made her paper shuriken harder than metal, and cut through Obito's black rod
-Using suicide-bombing paper clones: she makes a paper clone and mixes in paper bombs with the clones, so if Sasori (or any puppet for that matter) comes near the clone, she can blow it up.
