Konan as we all know is the childhood companion of nagato, and was very good at origami for reasons that we do not know, maybe its not important but whatever.
How can konan develop a jutsu that manipulates paper? when paper is not an element in the slightest. yes there are some people who think it comes from wood element, it could be true it might not be.
Maybe because wood is a combination of earth and water that konan simply has to use more earth than water when combining her elemental recompositions.
If konan can manipulate paper just coz she enjoyed making origami does that mean a ninja can make a jutsu based on their enjoyment of stamp collecting?
My personal conclusion is that kishi just wanted to make a unique character but did not actually think of a feasable and simple way of making it easy to understand.
