yes it can control metal, it gains control over all metal in the area by molding the metal ores.
I mold the metal ores of the fork amd stop it right there. the ammount of metal of the fork is still under meddium.

That jutsu maybe is approved, but it doesn't say you can do things like that. That's completely impossible. There is no "metal" in nature, only unpurified ores and there is a big difference between the metal ores and real metal. Metal is made by heating the ores and cooling it down multiple times, hammering it and bringing multiple ores together. The entire moleculair structure is completely destroyed and rebuild. It has become 99,9% solid, pure metal with maybe 00,1% imperfections, but you can't control those, they are completely trapped. The metal around it makes it impossible.
Also the jutsu says that you can actually make metal by pressuring it
, that's impossible unless it's a custom element. You can maybe make something harder than normal with it, but it's still crap. Unpurified ores are useless in that way, even if you pressure them together. It's like building a stone house with random stones. You have got your house but it's weak and fragile.
You can't make metal and you can't control it unless you have a CE or are the third Kazegage. This jutsu wasn't approved for that, you just twisted it to your benefit.
