first we need to utilize the sheer cold qualities of ice chakra... with this we can freeze huge amounts of water.

this jutsu can freeze even lakes, however a projectile turned to ice wouldn't help you as it would just be given a solid form.

now we can try the lake... but it'll require greater focus to dreate the pulse aimed toward it capable of freezing it :|

I stand next to the lake and close my eyes as I increasingly focus on the lake and charge it with a huge amount of ice chakra, as I do the handseals, then with great concentration I focus my chakra to completely freeze the lake.
right , that's all there is to it... the final test is for you to freeze a jutsu, just freeze my jutsu with the jutsu i just taught you, remember the pulse from your hands can freeze huge amounts of water, however if a projectile is coming at you, all it does is give it a solid form.
