Those headbands are 'LEAF' , but shouldn't headbands be 'SHINOBI' for this war.

That statement obviously refers to the current war, further implied by the words 'if' and 'still'. In all previous wars, the countries fought each other. Furthermore, the border of those pictures is white - flashbacks are always drawn with a black border. There's no doubt about it, that scene takes place in the present.

That's most likely a mistake that will most likely be corrected once the chapter is released in a volume. Wouldn't be the first time; for example, Raikage had two arms, which was later corrected.
