Maybe cause Kishi is a Japanese. Japanese seems to have an unconsciouss pride of being samurai progenies. Samurai (a warrior caste in Hinduism) took pride in killing, and sadistic acts like Nobunaga Oda punishments or slaughter of a mountain full of monks, or something like that. His successors--Hideyoshi Toyotomi and Ieyasu Tokugawa--love to chop undisciplined head of a household or clan and put their corpses on display on city entrance.

And Japanese is sadistic in WWII, rivalling only the Nazis. Of course they seem to learn about peace ("bonds") in WWII Hiroshima, and now following the US lead way of thinking about peace, but deep down they still admire their past (although unconsciously).

Peace and sadistic nature is strongly reflected in this manga.

He killed grown men too but naww lets leave that out to make him look bad. Regardless he was following orders and the only people that was confirmed to be killed by him were his parents. For all we know obito killed everyone else.
