Didn't Kishi say he had a difficult time drawing Sasuke? Mainly his face and trying to display a certain amount of maturity without giving him too much age... I'd reckon Kishi enjoys the challenge of drawing Sasuke, so he gave him different outfits so he could grow in experience as the manga grew.

Well counting all the forms and normal outfits Naruto has i believe he is ahead.
I mean the OP there are 2 outfits that are basically the same.. left side middle 2. And same on the right side.

And look at how many feats Naruto has gotten in this war compared to Sasuke, how much time he's gotten to shine... it goes both ways... except feats actually mean something.

Pic is missing some outfits. Like Naruto's hospital clothes after he used Rasenshuriken, his clothes he had when he was crying after Jiriya's death, Sage Mode cloak, hokage outfit which appeared on a volume cover, if those count Sasuke has some more outfits.
