I always see on almost all threads that have anything to do with sasuke's fighting ability, comments along the lines of
"Sasuke always has help"
"sasuke would have died against the raikage"
"killer bee could have killed sasuke three time if not for taka"
"without karin's advice sasuke would have died against Danzo"
I think kishi has intentionally portrayed Sasuke as weaker than Naruto to create bigger shock when Sasuke is actually equal to Naruto's full power. lets highlight the ways they've been portrayed.
Sasuke:
Since awakening his MS sasuke has been thrown into multiple fight with people of higher level than his own with little to no intel, and usually at a disadvantage. I believe this is on purpose.
Against killer bee:
Sasuke's only intel in this fight was that Killer bee was the 8 tail jinchuriki. already at a disadvantage from the onset from lack of intel, kishi adds taking his curse mark which he is familiar with and give him the more chakra taxing and difficult to use MS.
What sasuke lacked knowledge on:
Killer bee's raiton nature
Killer Bee's unorthodox Fighting style
Killer Bee being a perfect jin
Kishi purposely throws sasuke to the wolves to learn on his own in this fight and it shows
this fight is the equivalent of naruto fighting while learning sage mode
Kage Summit
Sasuke having no intel again is thrown to the wolves on purpose with no guidance against the strongest living ninja in the world(bar obito)
Again sasuke is feeling out his abilities and has a lack of intel.
Intel sasuke lacks:
The Raikage's raiton nature
The Raikage's speed
The Tsuchikage's Jinton
Both of The Mizukage's Kekkei genkai
this fight is roughly the equivalent of naruto fighting pain, with one major difference... lack of intel.
both naruto and sasuke were sort of handicapped in these fights. the difference is Naruto was fully trained and had people in his ear the entire fight.(and a master that died to get him intel) where sasuke was again purposely shown fighting above his level with no intel.
Sasuke vs Danzo
Sasuke having a firmer grasp of his mangekyo in this fight was at less of a disadvantage than in previous fight. his main advantage was obito sitting in his corner, not really providing anything but fear.
This fight is the closes to a naruto fights(naruto's opponent always had to worry about kurama if they beat naruto, this time sasuke had "madara") with one exception. Lack of intel...
What intel Sasuke lacks:
Knowledge on Danzo's summoning
Knowledge on Izanagi
Knowledge on Danzo's nature type
Knowledge on Danzo's seal traps
It shows in this fight as well
you begin to see a pattern in all of sasuke's fights he is either out gunned with a new power and lack of intel or just lacks intel when it would be critical to have.
When sasuke has had intel he has been put in either a physical or Location disadvantage
vs kakashi and naruto
Vs Kabuto
Just overall being in a cave
Now on to Naruto
Since gaining Sage mode( Actually starting at the kakuzu fight)
Naruto has been placed in an advantageous situation of being fed intel or tutored by a master of the field hes trying to learn.
It started when Jiraiya died to give Naruto intel on Pain. Since this point naruto has had serious intel or been tailored to fight every opponent hes come across
Naruto vs Pain
Ever wonder why Team Guy was away from the village when Pain attacked? it was because they would have single handedly stopped pain.
Because they were a good match up for pain they were removed from the village so naruto could be the hero.
Advantages naruto had in this fight:
Being a good match up for pain(Taijutsu specialist)
Constant intel on Pain
Hinata
Kurama taking control
Minato taking control back
Deva Starting the fight unable to use his abilities while naruto killed his partners
army of toads
Disadvantages naruto has(because fair is fair)
Only being able to use FRS three time
limited time in sage mode
See how Kishi tipped the balance to make naruto seem more powerful off the bat? this has happened consistently since gain sage mode and to shorten this I won't go through all of them.
Fought blinded sasuke
Trained on how to use Obtain and use KCM before ever having to used it in a live battle situation
Was given kage level help or intel on every person he fought in the war
had Kakashi with him when he fought Obito
Has had Kurama in his ear ever since getting BM
conveniently senjutsu is Juubito's weakness
Conclusion: sasuke has been given the short end of the stick by kishi ever since naruto gained sage mode because he made sasuke too battle savvy when he had the curse mark, so he took it away a pitted sasuke against tougher opponents than naruto without intel, and while learning a new ability(in my opinion to provide a greater shock when sasuke is actually equal to naruto, when being portrayed not to bee for so long).
